What is toughened glass?
Toughened glass is ordinary float glass that has been heated and then cooled very quickly, which locks stress into the panel and makes it much stronger. It is often called tempered glass. That extra strength is why it turns up in shower screens, splashbacks, pool fences and glass doors. It is the workhorse of the residential glass world.
The strength is not the only reason it is used. The way it breaks matters just as much, and it is the main reason the standards treat it as safety glass.
How toughened glass is made
The glass is cut, drilled and polished to its final size first. It then travels through a furnace at around 600 degrees Celsius before jets of air chill the surfaces in seconds. The outside cools and sets while the middle is still hot, so the finished panel holds compression on the faces and tension in the core.
That balance is what makes it strong. It also means the panel is finished for good.
Why toughened glass cannot be cut or drilled
Once a panel has been toughened, no one can cut it, drill it or grind the edge. Breaking the surface releases all that locked in stress and the panel shatters instantly. Every hole, cut out and cut down has to be done before the glass goes into the furnace.
This is worth knowing before you order. A toughened panel that is measured wrong is a new panel, not an adjustment.
How toughened glass breaks
When toughened glass fails, the entire panel breaks at once into thousands of small blunt granules. There are no long sharp shards. That is exactly what you want at head height in a shower or beside a door, because the pieces are far less likely to cause a serious cut.
The trade off is that nothing is left behind. The opening is empty, and anything the glass was holding back is no longer held back.
Tip: A very small number of toughened panels break with no impact at all, years after installation. This is usually caused by a tiny nickel sulphide inclusion left in the glass during manufacture. It is rare, but it is the reason overhead and high risk glazing leans on laminated glass instead.
What is laminated glass?
Laminated glass is two or more sheets of glass permanently bonded together around a clear plastic interlayer, usually PVB, using heat and pressure. When it breaks, the interlayer grips the fragments and the panel stays in its frame. Think of a car windscreen, which crazes but holds together rather than falling into your lap.
That single behaviour drives everything else. Laminated glass is the right answer for anything overhead, anything that has to keep people out, and anything where the glass must not leave the opening.

How laminated glass is made
Two sheets of glass are laid either side of a PVB interlayer, then rolled and heated under pressure until the sandwich becomes one panel. A common domestic make-up is 6.38mm, which is two 3mm sheets around a 0.38mm interlayer. Thicker glass and thicker interlayers are used where the load, the span or the security risk is higher.
The interlayer can also carry a tint, a colour or an acoustic formulation, which is why laminated glass does jobs toughened glass simply cannot.
How laminated glass breaks
Laminated glass cracks in a spider web pattern and then stays where it is. The interlayer holds the fragments, the panel keeps most of its shape, and the opening stays closed until someone replaces it. Nothing falls, and nobody walks through it by accident.
That is the whole point. Toughened glass protects you from the pieces. Laminated glass protects you from the hole.
The extras you get with laminated glass
The interlayer brings a few benefits that have nothing to do with breakage:
- It cuts out most of the ultraviolet light, which slows fading in floors, rugs and furniture.
- It damps sound, so laminated glass performs better against traffic and aircraft noise.
- It is much harder to break through, which makes it the sensible choice for ground floor security.
- It can be cut to size by a glazier, unlike a toughened panel.

Which one does the Australian Standard require?
Both toughened and laminated glass qualify as Grade A safety glass when they are made to AS/NZS 2208, the safety glazing standard. AS 1288:2021 then sets out where safety glass is required and which type will do. In most human impact locations either type is acceptable. In a handful of higher risk situations, only laminated glass is allowed.
AS 1288 is a primary reference document in the National Construction Code, so this is not optional detail. It is the rule your glazier works to.

Where toughened glass is the usual choice
Toughened glass is the standard answer for wet areas and impact zones at ground level. Shower screens, bath enclosures, kitchen splashbacks, glass doors, side panels beside doors and low level windows all sit in this group. Pool barriers are covered by their own standard, AS 1926, and are normally toughened as well.
There is a practical reason toughened suits wet areas. A laminated edge that stays permanently wet can eventually delaminate, so exposed laminated edges are kept out of showers. This is why a frameless shower screen, which has more exposed edge than any other screen type, is always made in toughened glass.
Where laminated glass is required
Sloped overhead glazing is the clearest case. AS 1288:2021 requires Grade A laminated safety glass for all sloped overhead glazing, subject to limited exceptions in section 6.3. The logic is simple. Glass above your head must not fall, and a toughened panel that disintegrates overhead is a hazard even though the granules are blunt.
Barriers are the other common case. Industry guidance from the Australian Glass and Window Association calls for laminated glass in a barrier protecting a fall of more than five metres. The reasoning is the same. The panel has to stay in place if it breaks.
Where you can use either
For most doors, side panels, low level windows and shopfront glazing at pedestrian level, the standard asks for Grade A safety glass without telling you which one. That is where the decision comes back to you, and it usually comes down to noise, security, UV and budget rather than compliance.
What about toughened laminated glass?
Toughened laminated glass is exactly what it sounds like. Two toughened sheets are bonded around an interlayer, so you get the strength of toughening and the hold together behaviour of lamination in one panel. It is the strongest and the most expensive of the three options.
You will see it in structural glass work where the panel is doing a real job. Frameless balustrades, glass floors, glass roofs and long unsupported spans are the usual candidates. It is overkill for a shower screen and about right for a balcony edge above a car park.
Tip: If a quote says laminated, ask whether the sheets are annealed, heat strengthened or toughened. All three are called laminated, they perform very differently under load, and the price gap between them is significant.

How thick does the glass need to be?
Thickness follows the job, not the glass type. It is set by the panel size, the load it carries, the way it is fixed and the wind it sees. That is why a glazier calculates it rather than picking from a menu. As a rough orientation, most residential toughened panels sit between 5mm and 12mm, and laminated panels are quoted as a make-up such as 6.38mm or 12.76mm.
Those laminated numbers look odd until you know how they are written. A 6.38mm panel is two 3mm sheets around a 0.38mm interlayer. A 12.76mm panel is two 6mm sheets around a 0.76mm interlayer. The decimal tells you the interlayer.

Tip: Do not order glass off a thickness alone. Ask your glazier to confirm the thickness against the actual span, fixing and wind load for your site, and to put that figure on the quote.
How much does each type cost?
Laminated glass costs more than toughened glass of a comparable thickness, and toughened laminated costs the most of all. The gap is not fixed. It moves with thickness, panel size, the interlayer you choose and how much fabrication the panel needs, so two quotes for the same square metre can look very different.
Six things drive the price on any glass job:
- Glass type. Toughened is the baseline, laminated sits above it, toughened laminated sits above that.
- Thickness. Each step up in thickness costs more and weighs more, which also affects installation.
- Interlayer. A standard clear PVB is the cheapest. Acoustic and coloured interlayers cost more.
- Fabrication. Every hole, cut out, notch and polished edge adds time before the panel is finished.
- Panel size. Oversized panels need more people and sometimes lifting gear to install.
- Access. A ground floor opening is straightforward. A first floor balcony is not.
What this means in practice
Upgrading a window from toughened to laminated is usually a modest increase for a noticeable gain in noise and security. Upgrading a large structural panel to toughened laminated is a significant increase, because you are paying for two toughened sheets plus the lamination process.
The honest answer on any specific job is that you need a measure and quote. Panel sizes, fixings and access change the figure more than the glass type does.
How do you tell toughened from laminated glass?
Look at the edge and look for the mark. Laminated glass shows a fine line running through the thickness of the edge where the interlayer sits. Toughened glass has a solid edge. Compliant safety glass of either type also carries a permanent mark in one corner naming the manufacturer, the type and the standard.
A polarised lens is the other quick test. Through polarised sunglasses, toughened glass often shows faint dark patches or stripes caused by the stress pattern from the furnace. Ordinary and laminated glass do not.
Keep the label on
Safety glass often arrives with a temporary sticker as well as the permanent mark. The Australian Glass and Window Association recommends leaving that label in place until final inspection or handover. It is the simplest proof for a building surveyor that the right glass went in.
How do you look after each type?
Warm water and a soft cloth handle almost everything. One thing is worth knowing, though. Some proprietary glass cleaners can attack the interlayer in laminated glass and the silver backing on mirrors, so they are not recommended on those products.
For a streak-free finish, the industry guidance is a few drops of methylated spirits on a damp cloth, then a polish with a dry lint-free cloth. Never use scrapers, blades or abrasive pads on any glass. On toughened glass a scratch is permanent, and on laminated glass, a damaged edge seal invites delamination.
